The Packaging and Packaging Waste Regulation, or PPWR, is the latest regulation adopted by the European Commission to replace existing EU directives. It is to regulate the handling of packaging within the European Union and requires manufacturers and importers in the EU to reduce their CO2 emissions caused by packaging. The EU particularly intends to reduce the waste from plastic packaging and initially bring it down to levels of before 2018 by 2030. To reach this objective, the PPWR has set four goals, i.e., Replace, Reduce, Recycle and Reuse.

By the end of 2024, the EU Parliament is to vote on the final version, which will enter into force in the course of 2026 if approved.
Negotiations with advocacy organizations such as Intergraf and European plastics associations are ongoing over exceptions to be allowed, in particular with regard to stretch wrapping film and straps widely used in transport. The EU’s Commission already acknowledged the industry’s concerns and pledged to draw up a ‘delegated act’ immediately after the PPWR’s ratification, excluding certain materials from its reuse quotas.
